Terrace Brier Soccer Club has created the “Coaches Corner” as a living information center for coaches and team managers. Whether you are new to soccer or have been involved for years, this site should help you navigate some of the complex issues of managing a youth soccer team. On this site, you will find timely information about registering your team for the upcoming Fall 2006 soccer season, utilizing Club supported team management resources and rules governing youth soccer in Washington State and Snohomish County. Contact the TBSC Website administrator with your feedback. --------------------------------------------------------------------------- Terrace Brier Soccer Club (TBSC) is a recreational soccer program under the rules of the Washington State Youth Soccer Association (WSYSA). Under WSYSA guidelines, it is possible to keep players together on the same team year-to-year. however, in order to maintain our recreational standing, the board must act in good faith to place new players on teams. If returning players are not registered by the team registration deadline, there is a risk that their position on the roster will be displaced by a new player. June 15th is the deadline for registration. The June 15 deadline is driven by season planning deadlines imposed by North County Youth Soccer Association (NCYSA). This deadline is not negotiable. Failure to register a team by the deadline may result in NCYSA or TBSC not scheduling the team for the upcoming season. There may be significant fines levied against the team and TBSC for late registration. Following June 15, player directors may start placing new players on teams. It is the coaches’ responsibility to assure that a representative from their team is present at all TBSC general meetings. The next General Meeting will be 7:00pm, Tuesday, May 23rd at the New Beginnings Church. All TBSC meeting dates are posted on the Club website at www.terrace-brier.org. Returning Team Registration (Deadline June 15): Coaches: It is your responsibility to get your returning teams registered by June 15th. The online registration system will make player registration a quick and painless process. All returning player registration forms and payments can be processed in a single online transaction that should take less than five minutes. (See New Player Registration for information about new players that want to be on your team). While the new online system will make registration quick and painless for most TBSC families, not everyone has access to a home or office computer. Here are some suggestions coaches and team managers can offer families without internet access:
New players will use the online registration system. However, WSYSA rules require TBSC to collect a copy of the players certified birth certificate before making them eligible to play. New players will need to mail a copy of their birth certificate to TBSC before they are eligible to be placed on a team. All new player registrations will be given a pending status until TBSC has received a copy of the players birth certificate. Once we have received a player's birth certificate, the player will be placed on a team. When possible, the player directors will honor player requests to be placed on a specific team or with friends. Coach and Team Manager Registration: Do not forget to register yourself and ensure your team parent and assistant coaches register as well. Coaches, assistant coaches and team parents or team mangers are required to register every season. You can register using the online system. All coaches and team managers must have a current Washington State Patrol security clearance. Each coach and team managers/parent are also required to sign TBSC’s code of conduct. Coaches must also submit a coaching application (even if you’ve coached with TBSC before). It is the coaches’ responsibility to arrange for practice field times. Small Sided Program (AKA: Micro Soccer)
WSYSA Disciplinary Rule Changes for 2007 Effective September 1, 2007 the new Rule 605 Disciplinary Rule will go into affect. One of the major changes is the new provisions for players, coaches or team officials who have been sent of (received a red card) now have mandatory game sit outs. Any sendoff or second caution issued in a match, to a player, coach or team official makes that person ineligible to participate in their next regularly scheduled match(s) as outlined under WSYSA Rule 605. WSYSA Disciplinary Committees will no longer be holding “Soccer Court” on Thursday night. Players, coaches or team official who receive sendoffs/red cards will receive notification in the form of a Disciplinary Determination Notice of the status of their card and the length of suspension prior to their next scheduled match by email and or certified mail. Failure to receive proper notification does not waive the suspension requirements. To contest the sendoff/ suspension the player, coach or team official may either request an administrative hearing or filed an appeal. Requests for Administrative Hearings and Appeals must be based on a misapplication of the rules of WSYSA or the Laws of the Game. Neither request will stay any disciplinary actions. Procedures to request an Administrative Hearing or file an Appeal may be found on the wsysa.com website under Disciplinary. A game official call is judgmental in nature and may not be grounds for an appeal or request for a hearing. Click here to go to WSYSA article. Other Rules to Consider 605.3 Sanctions (a)Cautions/Yellow Cards (1)Players/coaches that accumulate three yellow cards/warnings during the league season will be ineligible to participate in the next regularly scheduled league match. The player/coach will sit out one additional match for each additional yellow card/warning received during the league or cup season (2)Yellow card/warning accumulation from league play will not carry into state tournament play. Any player or coach receiving their third or subsequent yellow card/warning in the tournament competition will be required to sit out their next match. Proof of a sit out must be sent to the Disciplinary Committee. Ejections/Red Cards (1)Players/coaches receiving a red card/dismissal, will be ineligible to participate in the next regularly scheduled match. (2)Sanctions: The Disciplinary Committee may not impose a sanction that exceeds those provided herein (minimums) without notice and an opportunity for a hearing. A more severe sanction may be imposed for more serious offenses. The Disciplinary Committee may also forward any report of misconduct on to any appropriate committee, and shall forward any cases involving assault or abuse under USSF 531-9 or WSYSA Rule 214.4 to the WSYSA Appeals Committee. (A)SERIOUS FOUL PLAY Suspended for a minimum of one (1) match Examples include, but are not necessarily limited to: when a player, in a violent or dangerous manner Intentionally holds, trips, pushes, charges or tackles an opponent from behind. (B)VIOLENT CONDUCT Suspended for a minimum of two (2) matches Examples include but are not necessarily limited to: striking or attempting to strike another player, team official or spectator, or unlawfully entering the field of play during an altercation. C)SPITTING AT ANOTHER PERSON (i)Suspended for a minimum of two (2) matches Spitting at another person (ii)Suspended for a minimum of three (3) matches Spitting on another person (D)DENYING GOAL BY HANDLING THE BALL Suspended for a minimum of one (1) match (E)DENYING GOAL BY OTHER UNLAWFUL MEANS Suspended for a minimum of one (1) match (F)FOUL OR ABUSIVE LANGUAGE (i)Player: Suspended for a minimum of one (1) match. Team Official: Suspended for a minimum of two (2) matches. Examples include, but are not necessarily limited to: not directed at another. Foul or abusive language said loud enough for the game official to hear, but not directed at a specific individual. Includes, racial, sexual, religious or ethnic slurs. (ii)Player: Suspended for a minimum of two (2) matches Team Official: Suspended for a minimum of three (3) matches Examples include, but are not necessarily limited to: directed at another. Word or actions directed at an individual. Includes, racial, sexual, religious or ethnic slurs. (iii)Player: Suspended for a minimum of three (3) matches Team Official: Suspended for a minimum of four (4) matches Examples include, but are not necessarily limited to: directed at a referee. Word or actions directed at an individual. Includes, racial, sexual, religious or ethnic slurs. Includes racial harassment, sexual harassment, ethnic slurs. (G)SECOND CAUTION/WARNING Suspended for a minimum of one (1) match Receives a second caution in the same match, resulting in a red card ejection. 605.4 Point Violations (a)When a player/coach accumulates points as provide for in 605.4(b), (c), (d) or (e) below, the player or coach will be required to attend a hearing before the Disciplinary Committee to determine if the player or coach should be suspended for a term not to exceed the remainder of the current seasonal year and the subsequent seasonal year. The Disciplinary Committee has the option of suspending the player/coach, but allowing any suspended player/coach to participate under probation. Should the player/coach violate the probation, the Disciplinary Committee will notify the player/coach of the reinstatement of the balance of the original suspension. The player/coach may file a petition for reinstatement of their eligibility to compete on any team, or coach within WSYSA, accompanied by a nonrefundable filing fee of $100.00 for a player and $250.00 for a coach.
